Who decides the time limit i.e the period in which a customer can create RMA for product ?
Only admin can decide the time limit for creating RMA if a customer is unsatisfied with product. Admin can do so by clicking on Marketplace > Vendor Configuration > Vendor RMA Configuration > General Setting > Time after delivery for permitting RMA Request.
