Getting error: This listing is not publishable because it's frozen?

If you are getting this error in one of your listings then It indicates that the item is currently under review by Etsy. Once Etsy completes the review process, your listing will be published and made available.

There is also one scenario when your shop is frozen because of:

There are no Etsy payment types available in your shop
You have no policies.
Credit card information expired
Tax ID information up to date
Name exactly the same as on your social security card, FEIN #?
