Order credits are counted per account:

Single account:
credits based on its orders
Multiple accounts: credits = total orders across all accounts

Credits = Orders from All Accounts
   ├─ Account A → Orders
   ├─ Account B → Orders
   └─ Account C → Orders
   = Total Credit Usage
